In May 1915 we opened negotiating with
The Hongkong and Whampoa Dock Company Limited,
Hongkong, and 14th September a contract was signed
for the building of two steamers about 3,000
tons deadweight specially fitted for the Eastem
consting trades and deliveries in 12 to 14 months.
The materials were then understood to be ordered
and partly already on way from Great Britain,
but
later we have been informed, that in spite of all
endeavours a great part of the materials could
not be released from United Kingdom. After thig
we agreed with the builders to order the materials
from United States against a very heavy increase
in price £10,000 - for each steamer and even
then the deliveries could not be promised before
about May/June next year.
In regard to these steamers we understand,
that your Government will have it in their hand
to grant transfer and only on condition, that the
tonnage is placed at disposal of your Government or to
a British firm at half market rate or time-chartar
basis for the period of the war and some months
afterwards. We are not quite certain, whether
such stipulation will be made use of under these
somewhat exceptional circumstances, where the
steamers are built in one of your colonies partly
of materials from a foreign country and at great
